We currently have an exciting opportunity to provide leadership within the civilian operations of the Burnaby RCMP Detachment.

Reporting to the Director of Public Safety and Community Services, the Manager Community Programs & City Services is responsible for the overall administration, management and coordination of community programs (ie. Victim Services, Youth Services, Crime Prevention, Auxiliary Constables, Community Police Offices etc.) and other policing services (ie. Front Counter, Exhibits, Cells, Forensic Identity Technicians, Security Clearance Specialists etc.) and related operations performed by a large group of civilian staff in an RCMP detachment. This position ensures that all applicable City policies, contracts, rules, regulations and agreements are administered properly and that effective liaison is carried out between the City and the RCMP on personnel, finance, purchasing, budget, payroll, and related operations.

The position plays a central role in hiring, training and disciplining civilian staff and acts for the City in labour relations matters. The role also interprets and explains collective agreement provisions including providing counsel to RCMP officers on civilian personnel matters. Financial duties include preparing the civilian operating budgets, monitoring of expenditures, and ensures that all resources allocated are used in accordance with existing policies and approved budgets. Maintaining effective liaison and communication between the City and RCMP is also a critical focus of the role including ensuring that all applicable City rules, agreements, and contracts are administered and adhered to by both parties.

Qualifications include graduation from a post-secondary institution with a diploma in Business Management or related discipline with courses in Accounting, plus considerable related office management and administrative experience. This role requires thorough knowledge of current community program delivery methods, procedures, principles and practices; considerable knowledge of City and RCMP Detachment rules, regulations, policies and procedures as applied to the operations administered; considerable knowledge of employee recruiting, screening, testing and hiring practices, procedures and techniques; considerable knowledge of personnel administration objectives, practices and procedures and of union contracts and regulations covering wages, employee benefits and working conditions related to the work performed; sound knowledge of crime prevention principles and practices.

The role also requires the ability to handle highly confidential material with discretion and to exercise sound judgment in making decisions; identify, initiate, and/or carry out research and studies, and to prepare reports, records, correspondence and budgets; perform all duties under minimal supervision.

The successful candidate will be required to obtain and maintain an RCMP Security Clearance.
