Reporting to the Director of Public Space and Street Use the Branch Manager of the Utilities Management Branch oversees all aspects of the Citys partnership with and management of 3rdparty utilities within the street right of way. This role will be responsible for establishing long term vision and ongoing planning and coordination for third party utility work, including how we manager corridor space for future infrastructure within the street right of way.

The Branch Manager will be responsible for developing and implementing processes, policies and strategies to balance competing needs for street space and align third party utility work with other city activities in the near, medium and long-term, accommodating for future growth and the infrastructure required to support development. This includes ensuring new development is supported by third party utility requirements that meets city standards, building relationships and partnerships with third party utilities and telcos, managing use of strategic fibre and other telecommunications assets as well as raising awareness across the City including the Corporate Management Team and Council of 3rdparty utility projects, practices and requirements that affect City interests. Specific responsibilities include:
As an ideal candidate you will have a strong understanding of utilities construction and an ability to understand and interpret the Street Utilities By-law, Municipal Access Agreements, Encroachment By-law, Street Light Antenna Protocol and requirements of relevant regulatory agencies such as CRTC, BCUC and Industry Canada. Your excellent interpersonal skills and ability to manage stakeholder relationships will allow you to successfully deal with complex issues and tense situations while reconciling differing perspectives, developing consensus, and securing cooperation and support from stakeholders.

You will have a degree in a related field or equivalent combination of training and experience relevant to utility and infrastructure management along with 10 years progressively responsible managerial experience in a large complex organization which include management, supervisory, operational and administrative responsibilities.
