We are looking for a dynamic finance professional to take on the role of Senior Manager, Development Finance & Business Strategy. This position plays a key leadership role within the City of Vancouver as asubject matter expert primarily in Real Estate Development & Optimization Strategy as part of long-term financial strategy, capital planning and strategic business support. This position leads a team of senior professional staff within the Long-term Financial Strategy team that provides strategic advice to senior management on a broad range of high profile, high impact and highexposure corporate priorities, encompassing finance, business and service delivery strategy, inter-governmentaland external partnerships, development finance & land economics, and long-term capital investments &optimization.

Reporting to the Director, Long-term Financial Strategy/City Deputy Treasurer, this position is a member of theCitys Long-term Financial Strategy leadership team and of key business project teams. It leads a team of 2 to 3senior professional finance staff.

The Senior Manager, Development Finance & Business Strategy plays a leadership role in supporting a multitude of corporatepriority initiatives and strategies. The successful candidate will support the development of a transformative business and financial strategy for the Citys Property Endowment Fundto ensure long-term sustainability & resilience. In addition, this role supports the development of optimal business & operating models, strategic partnerships and financial strategyto support implementation of the Citys Housing Vancouver Strategy and other emerging corporate priorities & business areas that have significant long-term financial &operational implications.

He or She will support development of the Citys long-term financial strategy and serve as the Citys Finance liaison with senior levels of government, Federation of Canadian Municipalities,Union of BC Municipalities etc. on major policy work. This role collaborates on policy & program development to enable policy outcomes for theCity and identifies partnership, funding and policy advocacy opportunities with senior governments. Within this general framework, the specific duties of this role are relatively dynamic, and change over time with thecorporate priorities and business needs of the organization.

As the ideal candidate you have demonstrated leadership skills, and are able to balance independence, initiative and decisiveness with good judgementand a collaborative approach. You are a trusted financial and business advisor of senior management with strong negotiation and relationship building skills. You have demonstrated ability to strategically address complex, multi-faceted business problems through dataanalysis, research, scenario modeling and creative thinking and have a proven ability to effectively manage a wide range of high-profile projects with tight budgets, schedules and deadlines. Your ability to connect the dots and make strategic recommendations within the broad corporate context takinginto consideration interdependencies among policies and initiatives combined with your strong facilitation skills and ability to align diverse set of interests, styles andareas of expertise towards a unified goal will help you be successful in this role. In addition you are able to prepare and deliver clear and concise reports on complex technical and policy issues, suitable to a variety of audiences from major community, business groups to City Council.

The successful candidate willhave a degree in Commerce/Business Administration, Development Finance/Land Economics or related discipline, plus a professional accounting designation and/orpost-graduate degree along with a minimum 10 years' experience in progressively senior roles in complex development finance and business strategy in an environment that balances public policyand business objectives, and/or knowledge of or experience with local government issues consideredassets for this position
