Reporting to the Director -Corporate Services, you will be responsible for a wide variety ofadministrative, supervisory and public relations work, planning and delivering a variety of city-wide social, educational and recreational volunteer based programs to support citizens health promotion, health prevention and independent living in the community. An incumbent of this class supervises the work of the volunteer program coordinators, clerical staff and directly or through subordinates directs the work of program volunteers; independently researches, develops and implements city-wide community volunteer programs, plans events and organizes and presents educational workshops to the community; develops policies and procedures for programs, liaises with a variety of internal and external contacts in community development to promote and support programming initatives and projects; establishes program priorities based on budget requirements, constraints and analysis of previous year's revenues, expenditures and participation levels and provides explanations on variances in revenues and expenditures; maintains a variety of files, records and statistics related to the work and prepares reports on program effectiveness as required. Performs related work as required.

Thorough knowledge of national standards and principles of volunteer management is required. Other prerequistes include considerable knowledge of procedures and requirements of delivering programs to support health promotion, prevention and independent living in the community, as well as, sound knowledge of external social service, health and community resources available in the community. Ability to make, develop and implement new and changed policies related to the programs delivered; to prepare, implement and maintain the operating budget for the department; to plan, supervise and check the work of subordinates coordinating volunteer programs; to recruit, interview, select, place, train, motivate and evaluate a large number of volunteer workers; to plan, assign, evaluate and coordinate the various volunteer program initiatives delivered; to provide empathetic listening and provide referral to health and community support agencies; to research and draft grant proposals; to prepare and maintain a variety of records, compile statistics and generate reports; and to physically perform the work are required.

Qualifications include a Bachelors degree in a social science or health discipline including or supplemented by courses in public relations, marketing and fundraising management, plus considerable experience in directing and supervising community service work, including sound related supervisory and public relations experience, or an equivalent combination of training and experience. A Certificate in Volunteer Administration (CVA) is preferred. Supplementary courses in leadership, human resources management, social planning, gerontology, and/or event planning are assets. Drivers License for the Province of British Columbia is required.
