The District of Summerland is one of five municipalities in British Columbia to own and operate its own electrical utility. The District purchases and distributes energy to 5,700 residential, commercial and industrial customers within municipal boundaries utilizing two 8KV substations with demand limits of 10MVA and 20MVA in the winter and 6MVA and 16MVA in the summer. The utility distributes electricity; provides billing, collection and customer service functions; and manages the operation, maintenance and expansion of the distribution system. The revenue generated by the utility is used to cover the costs associated with running the utility and provide an annual dividend to the District, making the utility a strategically important asset for the District.

Currently the electrical utility purchases all of its electrical energy wholesale from FortisBC. It is a District priority to introduce generation into the utility while becoming a leader in alternative energy initiativesthe first being an Integrated 1MW Solar plus 2MW Battery Storage project currently getting started. In addition, examining measures to improve system efficiency and reduce overall energy use are also underway and will be increasingly important for the utility in the coming years as our community continues to grow and new industrial and commercial operations come online.

The District of Summerland is currently seeking qualified candidates for the position of ManagerElectrical Utility. Reporting to the Chief Administrative Officer, this new senior management position will oversee all facets of the operations of the electrical utility, monitor performance, ensure compliance with legal and regulatory requirements, and facilitate growth throughout the utility. The successful candidate will manage the day-to-day operations of the utility and electrical staff; prepare and present operational, management and strategic plans; coordinate and monitor capital projects; conduct regular reviews of pertinent bylaws; and establish and implement electrical utility policies and procedures.

Candidates must have broad electric utility management experience in areas such as safety, finance, strategic planning, regulatory, team building, and communications. The successful candidate will conduct themselves with professionalism and integrity, have excellent communications skills, and demonstrate proven leadership ability. A desire to be innovative and to lead the utility to the next level is critical.

The ideal candidate will have a degree in Electrical Engineering and be eligible for registration as a Professional Engineer with APEGBC. Ten years of progressive experience within an electric distribution utility and 5 years of supervisory experience is preferred. Experience in renewable energy systems and utility modelling with CYME is desirable.
