Main Purpose & Function

With an annual combined capital and operating budget of over $485 million, Engineering Services at the City of Vancouver is responsible for the construction and maintenance of the City of Vancouvers public works infrastructure, including water supply, sewers, solid waste collection and landfill operation, streets and street lighting, as well as a low-carbon energy utility. Engineering Services is also mandated with planning and regulatory functions including transportation planning, traffic control, street use and parking by-law enforcement.

The successful applicant will provide strategic leadership and technical expertise on long-term citywide, community and corridor level planning for active transportation (walking, cycling, and other non-motorized modes), including assisting in public consultation and stakeholder engagement processes, to help meet the Citys Transportation 2040 mobility and safety goals.

Specific Duties & Responsibilities
This position is the senior team lead for citywide active transportation planning, overseeing a small team of staff and working collaboratively with transportation planning and design peers, other Engineering branches, and other City departments to develop long-term plans, development requirements, and planning and public realm design guidelines pertinent to active transportation.

The successful candidate will identify data and research needs, analyze and develop long-term Active Transportation plans and policies, contribute to community plans and policy statements, participate in the review of development applications and recommend active transportation corridor and spot improvements to be leveraged, prepare technical and Council reports and present results, retain and oversee consultants, assist in public processes, and effectively liaise with other City Departments, municipalities, and outside agencies.

A very important aspect of the position is communication and liaison with the public and stakeholders about active transportation issues to promote and enable more walking and cycling. Meetings with stakeholder groups outside of regular work hours are often necessary. This position also involves the supervision and direction of engineering technicians, engineers-in-training, junior engineers, landscape architects and landscape designers. The position may involve branch administrative duties such as recruiting staff, overseeing capital or operating budgets, and developing work structure processes.
