Main Purpose & Function
As a member of an Application Services team, the main purpose of this position is the development and support of computer applications on a wide range of platforms including desktop, network , client server, mobile, web, cloud and externally hosted environments involving various office productivity tools, programming languages, operating systems, database products and other technologies. Examples of assignments include maintenance and support of the 230applications the branch supports; development of new business applications and dashboards; renovation of applications to be mobile device accessible; migration of MS Office/MS Access applications to newer Windows OS; rearchitecting application integration; and applying Application Productivity Platforms.

Specific Duties & Responsibilities

This position performs complex analytical and programming work involving all phases of computer projects and applications support including computer programming, testing and implementation and systems analysis, feasibility analysis, documentation and training. Additionally, the position performs complex analytic work relating to studies of existing and proposed systems, procedures and methods.

This position participates in complex projects which may involve implementing, customizing and maintaining purchased applications as well as developing applications in-house. In addition to programming, the computer programmer analyst works with the team to develop testing strategies and documentation and ensures appropriate testing is conducted for problem fixes, configuration changes, enhancements, patches, and new functionality to ensure system security and integrity. The position works closely with the business staff and clients from all City of Vancouver departments assisting with producing reports, retrieving data, developing user documentation and training and delivering training to system users.

Completion of a Computer Systems Technologies two year diploma course at a technical institute plus sound experience in programming; OR an equivalent combination of training and experience and a minimum of two (2) years related experience in Information Technology application development and support is required. Knowledge of, or experience with Outsystems, Qlikview, BizTalk, Microsoft SSRS and SSIS , and Agile/Lean Methodologies is highly desirable. Candidates must have the ability to; perform computer programming using web technologies (i.e. Object oriented, NET framework, Visual Studio, web services, service oriented architecture), SQL Reporting Services, and MS Access; utilize relational database software (i.e. SQL Server, Oracle); analyze and interpret data and develop solutions; problem-solve and implement change. The successful candidate will keep current in software development, product releases and enhancements, and best practices, particularly related to web application development and mobile related technologies. The term of these positions is expected to be for 1 year in duration and may be extended.
